Generally, Ereshkigal included I'm fairly sure, their role is to oversee the transition from life to death and then to govern the dead within the underworld.

It's not like we saw her manage the underworld in her normal state. She's just a human up here on Earth and can't help that she does not have full access to her powers while trapped in her mortal form.
