[ people should probably know is a type of maturity and character growth he hasn't personally achieved yet. still, he is a bit fascinated to think people aren't as hung up about keeping their skills closer to them. he comprehends it's probably not needed in a place where their personal information was accessible to some degree, but habits were hard to kill. ]

There are no conditions as far as I know. It's only a fragment of the actual item's power, but it's proficiency will increase the more I use it. [ probably. ]

usually, though there are exceptions.
i have a few, but there are some that stay at the top of my bookmarks. [ way of the wind and electrification come in handy quite a lot. others get rotated in and out as necessary. ]
