Well with raw meat, the main factors are freshness, seasoning, and knifework. This goes for sashimi as well as less commonly eaten raw meat! Obviously there's also tartare, but I'm particularly partial to well prepared organ meat both raw and cooked. Some organs properly seasoned raw are honestly just great for a pick me up, since they're so rich in protein and vitamins. You mentioned liver earlier, that's a great one to try raw I think!
That said... I still like offal best marinated and cooked over a barbecue.
