It has come to my attention that the plugsuits we wear for protection against Rift energy is outdated by more than a few decades. What little upgrades the suits have been given over the years amount to minor fixes and cosmetic changes. Some researchers of the Alexandria Institute have indicated an interest in producing a better plugsuit using materials from the kaiju as a basis for the improvements, and I believe we ought to collaborate with them.

Given LILITH's inefficient bureaucracy, this is an initiative that we Outsiders ought to head ourselves. Not only do we have personal experience with the plugsuits, we also have capable individuals who can contribute significantly to the research itself.

[ Is he tooting his own horn here? Absolutely. But he also means the other Outsiders who have non-combat expertise, many of whom he's spoken to or already gotten assistance from for his own research and projects. ]

Additionally, not all of us have skills oriented towards battle, and often I find myself unhappy with my ability to contribute in that regard.

Thus, I propose that we establish a research team, focusing on not only on kaiju research of our own, but on solving the issues plaguing this planet that LILITH does not have the capacity to attend to. There are any number of projects we can tackle—the plugsuit, the planet's environmental destruction, greater defenses for our bases, and much more.

If you have any interest in joining the research team, inform me immediately. I will administer a short interview to determine your suitability, but you need not be a specialist in research to join. A team requires individuals of many skills, including administrative, or for the less academically inclined, those who can procure the materials we need for our studies.

Of course, if you believe this to be of little use, or an exercise in futility, I would like to hear your argument. No great plan has ever been set into motion without debate and intense scrutiny.

I do. There are far too many issues that need to be tackled if this planet is to have any hope of rebuilding.

[ Kyoto rebuilding, ocean rehabilition, plugsuit upgrade, kaiju research... all that and so much more. It's honestly amazing that he hasn't stretched himself thin, but he also values a proper work-life balance, and thus has avoided burnout. ]

That is precisely why I wish to create this team, in addition to providing a fulfilling means of work for those who do not enjoy combat against the kaiju. I do not understand why LILITH has not opted to organize us themselves, considering that it was their decision to bring us here, but we should not wait for them to suddenly grow a brain.

It's a respectable decision. Sounds like you're on the right track, making sure you get the correct people assigned to the proper assignments. I'll be sure to pull my weight.

It is very strange that LILITH trusts us to handle certain political situations locally, and each kaiju threat, but won't openly support or give us other avenues to organize ourselves.

Given their haphazard administration, I suspect it is simply a matter of poor organization. They have given me no reason to suspect intentional malice—just incompetence. The commander appears to be an overbearing sort; he was quick to blame us for the disastrous Seoul mission and inflicted disproportionate disciplinary measures upon us.

In many ways, incompetence is worse than malice. It's harder to take an aggressive stance against it, and too many people will sympathize and give extra chances to improve. There's a balance that needs to be reached.

[He's fine with letting - or even helping! - people learn, god knows he's made plenty of mistakes. But is it really acceptable for those in charge to make those sort of mistakes?]

I do not disagree. Their blatant incompetence is frankly quite offensive, yet because it is incompetence and not malice, it is difficult to rally against them.

Hence why we must rely on ourselves, first and foremost.
