It has come to my attention that the plugsuits we wear for protection against Rift energy is outdated by more than a few decades. What little upgrades the suits have been given over the years amount to minor fixes and cosmetic changes. Some researchers of the Alexandria Institute have indicated an interest in producing a better plugsuit using materials from the kaiju as a basis for the improvements, and I believe we ought to collaborate with them.
Given LILITH's inefficient bureaucracy, this is an initiative that we Outsiders ought to head ourselves. Not only do we have personal experience with the plugsuits, we also have capable individuals who can contribute significantly to the research itself.
[ Is he tooting his own horn here? Absolutely. But he also means the other Outsiders who have non-combat expertise, many of whom he's spoken to or already gotten assistance from for his own research and projects. ]
Additionally, not all of us have skills oriented towards battle, and often I find myself unhappy with my ability to contribute in that regard.
Thus, I propose that we establish a research team, focusing on not only on kaiju research of our own, but on solving the issues plaguing this planet that LILITH does not have the capacity to attend to. There are any number of projects we can tackle—the plugsuit, the planet's environmental destruction, greater defenses for our bases, and much more.
If you have any interest in joining the research team, inform me immediately. I will administer a short interview to determine your suitability, but you need not be a specialist in research to join. A team requires individuals of many skills, including administrative, or for the less academically inclined, those who can procure the materials we need for our studies.
Of course, if you believe this to be of little use, or an exercise in futility, I would like to hear your argument. No great plan has ever been set into motion without debate and intense scrutiny.

Not much, I'm afraid. While we will receive some support from LILITH for this endeavour, we cannot continue to rely on them for funds. It is likely we will have to secure grants or sponsors, if not devise a way to generate revenue on our own.
Materials are also a significant bottle neck. Not only is it hard to come by anything in a usable format, the very field of material science on this planet lags far behind my home's knowledge. Much of what I'd like to create cannot be done simply due to that alone.

What sort of materials do you mean? Previously, you mentioned materials from the kaiju themselves. What we cannot gain from those, perhaps we can trade. It would seem this city of New-Kyoto is something of a hotbed of growing industry that has attracted the attention of investors and venture capitalists. That would be a place to start with procuring finances and materials, or something that can be used to purchase or trade for the latter.

[ Even if wasn't intentionally designed for the market, and it's someone else who handles distribution and marketing. He already knows the science behind the efficacy of his self-care products, so it would not be difficult to figure out a cost-effective production plan that would allow them to price the products reasonably for the market on this planet. ]
I am referring to materials like Phlogiston and meteoric alloys like Grayseal Gold. Things that do not exist here because the technology to create them similarly does not exist. It will not stop me from devising what's needed for my projects, but it will not be quick or efficient.
[ Case in point: he still hasn't figured out how to substitute the Imaginary engine that powers the transformation matrix of a typical, commercially sold Omni-Synthesizer. It's really quite annoying, realizing how much of his universe's technology is powered by a basic form of energy that simply does not exist here. ]

I will acknowledge that my powers seem not to be at their fullest within this world, including the contents of my vault. Otherwise, we should have no difficulties. Yet, even under reduced circumstances, the contents of my treasury have long since exceeded my own knowledge. We can investigate what I have at my disposal and I can contribute to this cause. It is as nothing to me, as my storehouse naturally replenishes itself wherever I go. In our next undertaking and every undertaking thereafter, I am certain to accumulate much.
[ Gilgamesh's kit is great. He just uses it stupidly and recklessly. But perhaps that is where a wise and scientific mind like Ratio's might come in. ]
All you would need would be sufficient alchemical tools or magic particles or potions or something of the sort and we could perhaps create sufficient transmutations for more complex materials. Simply say what raw materials you think you might need.

We cannot be certain that any of our skills remain fully intact here, so I would propose we make use of your treasury only in emergency. It is better to generate funds through the means available on this planet.
[ Also, if Gilgamesh is really that rich, he could probably inadvertently crash the stock market, or greatly influence it in unexpected ways. Drawing the eyes of the upper echelon of society would be ill-advised. ]
Perhaps. There is certainly room for experimentation, and if you could provide any sort of raw material, that will prove to be quite useful.
[ If materials are no longer an issue, development should move quickly. But it's still difficult to say if it's even possible to forge some of the alloys and other synthesize compounds he desires with just what this planet can provide. That's a downside to the interstellar economy—so many products and creations require materials from multiple planets across galaxies. ]
