They're the ones that ordered us to fight the kaiju in Busan, and they're the ones that messed up when it came to tracking the kaiju after. It's one thing to be annoyed that we weren't able to kill it, it's another to with-hold our paychecks, especially if we want to potentially use that money to afford better gear and the like for the next mission or whatever.

I'm trying to be a God of Fortune, like luck, to bring happiness to people. Maybe a silly goal, but one I want to aim for all the same.

We wouldn't have had a "failure" if they had not incorrectly tracked the kaiju and started saying we should vote on chasing it or not. If they are going to call it a "failure" because of our actions, then they need to take responsibility for how their own actions contributed to this "failure" too.
